We are currently working on an updated installer that will work with RAD7. We hope to have it available in the next week or so.
Have you been able to install any other Eclipse 3.2 based plugins? Have you asked IBM how to install an arbitrary Eclipse plug-in into RAD7?

That's not entirely clear. RAD7 seems to be locked up pretty tight. It is definitley not "plug-in friendly", and it definitely does not follow the normal Eclipse 3.2 rules. I think that was a very unfortunate decision on IBM's part.
After putting the .link file in place, have you tried restarting with
-clean?
