Incorrect comment inside OrderedCollection isEmpty method

It looks like it was copy and pasted from the notEmpty method.

I guess not too many people read the comments since it has been that was since 1996. Case 46774 opened. I'm pretty sure we can fix this problem without delaying the next release.
