Error when packaging runtime ICs

We have a older app running on VisAge 5.5.2 and I'm running into an issue when packaging ICs.

The cg_e.cat file exists in the nls directory and the [NLS Config] section of my INI is pointing to the correct path. I'm assuming it's not finding something in the catalog? Any ideas on where to look next? I ran through some of the online docs but couldn't find additional info.

The error is generated in the log when executing the cmd:

The message is there ("Common Graphics Warning: %1") - perhaps you may debug at:

and then you know, what the problem is ?

When packaging check the policies tab of the modify instructions page.
Under the policy type Dumper -> Single image dumper policy,
there is an option "Make message catalogs resident".
This option should be set to on, might solve your problem.
