Hello,
The DTD how define the XML file wbp-component.xml it's available?
if the response is yes, thinks to give me this DTD.
if the response is negative, so the DisignerCostumazitionApI contains all the possibility of creation an wbp-component.xml to facilitate me the creation of this DTD?

Look on schema/wbp-component.xsd in org.eclipse.wb.core plugin.

Which of palette creation do you mean?
For contribution from plugin.xml there is eXSD schema for "org.eclipse.wb.core.toolkits" extension point.
For *.wbp-palette.xml to contribute from project or jar, we don't have schema.
