1.let say i buy a perpetual license to start up with. then maybe 1 year later, i want upgrade , how much do i need to pay ?
2. perpetual license mean only pay once right?

All upgrades are free during yoru support period. Support renewals are ~35% of the product list price per year during the firt 90 days after the expiration of your current support period. If your support has lapsed for more than 90 days and you want to upgrade, you pay full price (thus there is an incentive to keep your support current).

Yes. You can use any version of the product released during your support period for as long as you want. Access to newer versions (and possibly support for newer Eclipse releases) requires that your support be current.
