No.

Designer is a native Eclipse plugin from the ground up, so it relies heavily of Eclipse-specific services. It might be possible to port the tool to another IDE, but that wodl requires months of effort at minumum.

Eclipse (and its various commercial offspring) represent the vast majority of the Java IDE market, so our time is better spent improving the features of our Eclipse plugin than trying to split our time trying to support other 2nd tier IDEs.
