I can manually associate an Image with a Button using the Button.setImage() call, but I cannot figure out how to do it through the designer.

When I click on the image property of a Button in the designer, I get the elipses (...) that brings up a blank lined window without any way (that I can figure out) to add images to it.

Maybe this is just something that is not available in the free version?

No, this feature should work for any version.
Designer shows in dialog after "..." images from workspace (!) in folders below class. I.e. if you have class in package com.somecompany, you can create in this package folder "images", place here some images, do refresh in Eclipse and then select image.
