Is WindowBuilder Pro 4.0 available?

The front page on the http://www.instatiations.com has an announcement that the
WindowBuilder Pro 4.0 Now Available.

I can't see information about it anywere else.

Is it announced too early?

It came out today as indicated on the company home page.

Different pages were updated at different times over the course of the day.
