Parsing ViewPart code

It looks like the Designer has problems parsing ViewPart code generated using New Plugin Project Wizard.

If I select "Plug-in with a View" temlate, the components are displayed correctly but action assignments do not work.
I can see the actions in the Actions editor but there is no toobar assignments for the actions. If I drug an action to the Toolbar area, the code being generated is:
