Is there anything special to MANIFEST.MF if the archive is for used by SWT Designer?

If I want to publish a control jar archive, is there any guidelines about the structure of the archive?

No.

If you want the components automatically added to a new category in the palette, you should include a palette definition file in your jar...

\wbp-meta\com.instantiations.designer.rcp.wbp-palette.xml
