We send e-mail notifications any time there is a major new release. Any time there is a significant new build, we generally just announce it here. We usually don't send out notifications of minor builds (we do those so frequently, that most folks would get annoyed very quickly, if we were sending them e-mails ever couple of days). If a minor build specifically addresses an issue raised by one or two people, we would notify those people.

At least make a post everytime some build come out with the list of issues it solve/update.

I think we have already been doing that any time we had anything significant to report.

For example, we now have a new build supporting Eclipse 3.0 RC1 available.
