Control like SWT Designer Control Palette available?

Is there an SWT control available that looks like the Control Palette in the SWT Designer? I'm looking for something like an outlook bar in native windows...

The SWT Designer control palette comes with the Eclipse GEF library. I don't know whether you can use it outside of GEF though.
