SWT Designer allows you to create the views, editors, perspectives, pref pages, composites, etc. that comprise Eclipse SWT & RCP applications and plug-ins.

I wanted to construct a graphical editor where the user can select tools (such as different shapes and connectors) from a tool bar and place them on the editing area. I was wondering if I could use SWT-Designer to do this and deliver it as a plug-in.
Or should I consider using the GEF plug-in?
Any help is appreciated.

You should write your own graphical editor based on GEF.
SWT Designer is such graphical editor, but created for SWT GUI designing.
