SWT Designer allows you to create the views, editors, perspectives, pref pages, composites, etc. that comprise Eclipse SWT & RCP applications and plug-ins.

Yes, we already test Designer on Linux with GTK2, it works in general, but there are couple problems with TabFolder support. We will upload beta version with GTK2 support in near future.
And we hope, that Motif and MacOS will be also supported by same version. But we don't test this.

Is the cross platform issue a GEF issue or an issue with the designer?

This is issue with designer - we need to create screenshots - images, how designer form looks. For Windows we can use message WM_PRINT, and full window will be drawn in bitmap. For other systems we are going to show form on screen, make shot and dispose form.
