I've purchased the RCP Developer package which include SWT Designer 6.4.1.
I created a JFace Application and it generates code for menu, toolbar, etc.
In the Designer view I can not add any of the menu widgets (including menu bar and items) to the shell. It displays a round black circle with a slash (as in can not enter) when I hover over the shell or composite areas of the window.

JFace app windows (and ViewParts) don't use normal menubars and menuitems.
