I'm looking for a way in the designer to add an Apply button to the button bar in a jface dialog. I know how to code this, but I thought there might be a way to do this visually?

This is covered in the docs on creating JFace Dialogs.

Drop a Dialog Button from the palette and then set its id...

Thanks Eric. I couldn't find the DialogButton. Didn't think to look on the JFace Viewers palette.
