Once I move an action to the toolbar I can't move it up and down. Sometimes it works but most often it just ignores the click on the arrow to move it up / down in the list.
As a workaround, I edit the code and the resulting window looks fine.

BTW, do you know that you can also use drag and drop to change order of actions in toolbar and menu bar? It has in your version same bug, but I just want to inform you that buttons up and down are not best way to edit toolbar.
