Please check runtime error log in workspace/.metadata/.log for error entries.

Found errors like "org.eclispe.draw2d missing" and "org.eclispe.gef missing". This happened because when i updated the Eclipse from 2.1.0 to 2.1.1 the plugin folders were created with "_2.1.1" appended to it. Removed teh appended string, now it doesnt give errors in the error log but doesnt show the Wizard as well.

Try to install Designer in fresh installation of Eclipse 2.1.1 with GEF 2.1. 1 installed, I think you have problems with plugin versions.
