Is support for Windows 64-bit on the roadmap for GWT Designer? this is the only plugin that I am forced to use inside of a 32-bit environment (and as such, run two eclipse environments)

This is not an issue for GWT Designer, so it is not something on our roadmap.

The limitation is imposed by GWT itself under Windows, not GWT Designer. For example, GWT Designer works fine under 64-bit Linux which is also supported by GWT.

Once GWT supports 64-bit Windows (I have heard this may be true for the upcoming GWT 2.0), then GWT Designer will support it as well.
