no tab order editor?

Is it correct that I can not find the Tab Order Editor (... button) in the GWT Designer Property Pane?

That is correct.
Setting tab order for GWT elemengts (especially elements in nested components) is tricky, and we have not implemented a tab order editor for GWT at this point.
