How do I invoke a Windows .exe or .cmd file from within VA Smalltalk?

Use AbtProgramStarter, or if you need more control it's the CreateProcess API, implemented in

OSCall>>createProcess: lpApplicationName

lpsaThread: lpThreadAttributes
fInheritHandles: bInheritHandles
fdwCreate: dwCreationFlags
lpvEnvironment: lpEnvironment

lpsiStartInfo: lpStartupInfo
lppiProcInfo: lpProcessInformation
